Yes, but in most cases, it does not make any practical sense. It would cost double legal fees and filing fees, while in each spouse's filing, all community property will need to be listed, and the exemption statute can only be used by one spouse while the case is pending. If one spouse would like to keep his or her credit intact and avoid filing for bankruptcy entirely, the other spouse can certainly file a bankruptcy case without the spouse.
